Called AT&T to complain. It is not thier number. They suggested I file a complaint with www.puc.state.tx.us the Texas Public Utilities Commission. They ahve a neat on line complaint form to fill in and tell them about this type of call.
This is an auto dialer since it hit both my unlisted numbers. I suggest everyone complain to the PUC.

The woman stumbled her way through attempting to be connected with San Antonio Police Department and kicking off their drunk driving awareness blah blah blah... The woman is either VERY bad at reading her lines or completely full of it.
