putting your number on a do not call list only legally blocks companies from calling you within your country. The "do not call list" then becomes a "call me" list for companies that telemarket from another country.

Cell phones are not going public. Educate educate educate yourself or you will be confirming your cell number instead of blocking it from telemarketers
Check Snopes.com or urbanlegends. you will find that this message has been going around for a few years about the cell numbers going public. The don not call part is a good idea though.
