This scammer calls numbers on the national do not call registry in violation of the Telephone Consumer Protection Act. They further violate the TCPA by not having an operator on the line when the phone is answered, and still further violate the TCPA by playing a recorded message without an operator on the line. This scammer's recording tells you that this is your second (false, they call much more than that) and final (also false, as they keep calling) notice to lower your interest and payments on your credit card debt. They further violate the TCPA by refusing to provide a phone number or physical address when asked, demonstrating that this is a scam, if the recording hadn't made that absolutely clear. Do not provide this scammer any personal or financial information.

are all robocalls of carmen and rachel, and wanting to get credit card / social security info to steal identity. These numbers all called here in the last week.
I received two calls from this number today between 3:50 pm and 4:20 pm Central Daylight Time.
Ten minutes after the second call, I received another call, this time, with MY HOME PHONE NUMBER on the caller ID. When I answered, I was greeted with a recorded message from "Rachel at Cardholder Services." I pressed "1" to let them know I knew what was going on. Is this the same thing as "vishing" using voiP? Whatever it is, it's fraudulent activity. This has been going on for over nine months, but some of the calls have been from other numbers. I have not received calls from the other numbers since registering complaints on them. I have told them over and over that we do NOT have ANY credit cards and to take us off their list. They never acknowledge that I have said this. They hang up abruptly.
I am at home with severe pain. Because of pain, I do not sleep well at night. When exhaustion hits, sometimes two or three days after not sleeping, I can finally sleep. If that time hits during the day, then I sleep during the day. I sleep whenever I can sleep. I cannot pick and choose when that happens. In addition, both my husband and I have family members who might need to call during the day, some elderly and some younger. I am not going to shut my phone off when one of them might need to call in the event of an emergency.
I tried to register a complaint on the "Do Not Call Registry," but because they called from "my" number, it would not submit the complaint.
I really hope someone can do something to get this stopped.
You should get a phone with the ability to block callers. Although they still call, the phone rings only once, then the caller ID shows, "caller blocked". This feature has saved me from much agitation!
Came through as Frederick MD. I made the mistake of answering the line. It hung-up...I did this one to myself. This was the call that verifies that there is a real person on the other side of the line. From there you get flooded with calls for Credit Card interest reduction or Home Security Systems--basically any scam they can come up with. It all starts with that first trolling number so I'm going to get a few weeks of these junk calls because I picked-up the line. My Ooma blacklist is going to get longer.
