Scam. Same "Calling about your card, no problem with it, but your last opportunity to lower your rates" recording (paraphrase) kind of bullcrap. Pressed "1" for fun to speak to a scammer. Asked what bank she represented. Said Chase. Asked for the last four digits of the card I was called about. Said "No. Have a nice day."
