Yep. I had the exact same experience just now. It showed up "diverted call" on my caller ID. I let vm pick it up & it left the same recorded message. I've not applied for any sort of loan at all.
Receive call 3/31/2015 @ 12:16pm call id Unknown Caller Name .. phone # 281-786-4015, recording saying I recently applied for a load (DID NOT, NEVER HAVE) and that I should go to their web site and use a pomo code which was given to me by HER then she hung up. I called the above # back and receive a message saying (THAT THE NUMBER YOU HAVE DIALED IS NOT IN SERVICE, MESSAGE 6,002)
These ppl are working out of the country, true. But what is a shame that these ppl get an education in computers in this country and then go back to theirs and scam us for money (especially when we paid for them to be in school here in the USA). This is like a screw u concept.
