It's not a scam, it's the automated Time Warner Cable system calling to tell you you're late/past due. Just call them back at the main billing dept and set up a payment.
If you answer a call from this number the caller will tell you they're from Time Warner Cable. The truth is that it's a call from a promotions company hired by Time Warner to call subscribers to try to up-sell them to enroll for additional services from Time Warner. They receive a fee for each additional service they're able to sell - and for each contact they make whether it results in a sale or not, and the caller earns a commission for each sale they make. They are on an automatic dialer meaning that they have no idea who the next person is that they'll be in contact with until a name appears on their computer screens. The auto-dialer is the reason there is most always silence during the first few moments after you answer. Then comes the voice asking to speak to so-and-so. Unfortunately this type of harassment is legal. But it is illegal for them NOT to disclose who they really work for - and it's NOT Time Warner.
