This company has called me from four different numbers: 202-607-2932 310-862-9031, 323-372-6326, & 571-261-0072 with different variations of the company name on the caller ID ( NCO FINANCIAL, NCO, & NCO FINCL SVCS) They leave no messages and hang up when you pick up the phone. I do not have a Capital One or Monster.com account but I have received correspondence from Capitol via US mail trying to sign me up for a credit card with them.
This is a collection agency named NCO. They call from different numbers from all different states and sometimes blocked ALL HOURS of the day and night for Capital One and are VERY rude. Even when you answer they refuse to tell you who they are.
They have called my home NINE TIMES A DAY for the last three days. They will not leave a message. Caller ID has listed Oregon, California, and Washington, DC as locations. Since we don't have a Capitol One card or student loans, I don't know what it's about. I don't want to answer because I don't answer calls from people I don't know.
