The IRS does not initiate contact via a phone call, they first send postal letters.
The IRS does not threaten arrest.
The IRS does not demand immediate payment over the phone.
The IRS does not ask for Credit card, Debit card, or prepaid money card information, at all.
It is a scam ran by offshore criminals attempting to trick you into sending them money.

I received a call from this number, India accent, claiming to be IRS, I told him that I know the IRS number (800-829-1040), and I will forward his number to the IRS, and he hung up on me.
It sounds a lot like the IRS Scam calls I've gotten in the past, except mine was a robo-recording. It was hard to hear what the recording was saying, but I did catch the words "Fraud", "Before this matter goes to the Federal Claims Court", "Have a Nice Day."
