step #2-file a complaint to FCC. it's actually very simple. step #3-file a law suit against them and demand money

This is my first call. It came up as "Card Services" on the TV caller ID. I didn't bother answering it, considering all these posts and other similar posts I saw here. It was probably that "Rachel" robot. I just won't answer it.

Did get a caller ID of 'cardservices'
Did not answer - left recorded message - male voice

This telephone number belongs to Pacific Telecom Communications Group, a public utility operated in part by F Antone Accuardi of Portland Oregon.  He uses a foreign "shell" company to enter into revenue sharing agreements with illicit telemarketers.  This is a likely violation of a number of laws, including 16 C.F.R. §310.3(b) of the Federal Telemarketing Sales Rule.

As a licensed attorney, Accuardi is subject to oversight by the Oregon State Bar Association.  According to official documents from State investigators, Accuardi "... is responsible for a large percentage of the illegal telephone calls made using Pacific Telecom’s telephone numbers."
