Who called from 3607225909

I got a call from this number saying the same stuff... I was going to call it back and see if they will answer... This is my office phone and I have no clue who they could have been calling for.

picked up ... no answer. just silence. then hung up.

Female voice left recorded message:  "Official Notice" that "as of today you are eligible to lower your credit card rates."  Gave call back number as 877-282-3707. [Have received this kind of recorded "final notice" or "eligibility about to expire" on several occasions in the past.]

Just got the same call from Rachel, this is definitely a scam.  I just wonder how they got my number.

Call received, did not answer.
