This is a robo-call, and the voice is NOT on drugs...it's not a real person. Next time, just ask the person to add 7 plus 2, or some other simple problem and watch them hang up.
They are probably spoofing the number they're calling from and are probably in some foreign country where the DNC list doesn't apply. (They probably call via the Internet)
Our real outrage should be that the idiots in Congress passed a DNC bill that has no teeth.
Call was from Vehicle Protection Center. Gal sounded like she was on drugs. Wanted to sell me extended vehicle insurance.A scammer from somewhere around Lincoln, Nebraska.
This number has also called me continually over a car we have not owned for a year! The lady just hung up on me after I was trying to explain we do not own this car and I have asked numerous times to remove me. I have asked at least 12 times to remove me!
This company has called me several times a week for several months now from several different numbers all starting with area code 402. Each rep tells me they are calling about a 2011 vehicle that I tell them I haven't owned for over 2 years. They hang up on me. The call today I told the guy to add me to the do not call list, he just hangs up. You can file complaints for calls like this at https://www.donotcall.gov/. Not sure if it even really helps.
