This is a robo-call, and the voice is NOT on drugs...it's not a real person. Next time, just ask the person to add 7 plus 2, or some other simple problem and watch them hang up.
They are probably spoofing the number they're calling from and are probably in some foreign country where the DNC list doesn't apply. (They probably call via the Internet)
Our real outrage should be that the idiots in Congress passed a DNC bill that has no teeth.
Received call from them several months ago from a different number. I did listen to the presentation. Then I disconnected the call. They tried calling for a few more days then stopped. Now calling from this number. I have been ignoring them. Have not been able to block them.
