I checked around. This phone number is 'called' Tea Party Patriots. Apparently they don't have anything to do with the 'tea party'. The common characteristic among the call recipients is that someone in the household (or the address) might have voted for the Republicans (GOP) in one of the last 2 elections. So this number (group) is being used to harass these people till they get fed up with the Tea Party and stop supporting it.
I can't get more information to find out if this is a Democratic funded scammer or someone doing it on his own funds to try help the Democrats.

Maybe, this is a variant on the same kind of harassment.
If it is really the Tea Party calling, they would wait to talk to you about their cause and ask for your support or at least, for a donation. This number just calls till you want to pull your hair out. No other intent behind it.
Get yourself a whistle. Call the number and when an operator answers blow the hell out of that whistle and watch them hang up. They will either delete your number of call you again and have you do it all over again! They won't call back!
Never answer calls that you don't recognize as a business with a REAL business name you recognize, friend, family, or co-worker. Whenever Caller ID shows a name or number you don't recognize - DON'T answer it. Check Amazon for Tellzappers and TellBouncers, and stop being harassed by unwanted calls. These devices will protect you even when when these spammers/scammers ignore the Do Not Call list.

Never never call and leave your number,
They will sell a " good number list"
and you will get more and more calls.
It will never end.
