Just got a call from this robo-caller or ADAD. The number called is on the Canadian do-not-call registry and has been since it started. These types of robo-calls are illegal in Canada. Here is what the actual CRTC rule states:
"such telecommunications shall begin with a clear message identifying the person on whose behalf the telecommunication is made. This identification message shall include a mailing address and a local or toll-free telecommunications number at which a representative of the originator of the message can be reached. In the event that the actual message relayed exceeds sixty (60) seconds, the identification message shall be repeated at the end of the telecommunication;"

Caller ID was never about privacy to begin with, it was for businesses to get your number without your permission. Otherwise, the number would never go out to begin with. Instead, blocking uses the privacy indicator. Although the FCC rules require the terminating carrier to act in accord with the privacy indicator unless the recipient pays for the call, that doesn't mean that all calls go through such a carrier. Most people simply assumed the terminating carrier is always present and that as long as you call a non toll free number you can block and that only law enforcement can trap a blocked number. If you call in to the company's computer or on premise switch your number is fair game. It is usually obvious which types of businesses get the cpn directly: banks, credit card companies, car dealers, etc. The solution is to never call these businesses from the number you want to keep private; use skype or a payphone.
