You received an IP relay call. The relay is legitimately used by people who are deaf or hard of hearing to communicate with people who aren't. The relay operator has no information about who is calling you or who you are. If you have classified ads running, most likely someone from a foreign country is trying to get you to wire them money using a bogus check. The unfortunate beauty of IP Relay is that anyone can use it anonymously, even a fraudster. There's a chance it may be a deaf person calling to inquire about your ad but most likely not. You could just take the call and ask the person calling to call you back through the "state relay" using their TTY. if you don't feel right about it, my suggestion is to be nice to the relay operator and just hang up each time you receive a relay call.
i got a call from the same number about 9:15 tonight.. didnt answer because i was in the shower.. now i'm damn glad i didnt. but.. i looked up the number on google and i found an answer on yahoo answers:

I got a phone call at 4:00am this morning at first I just let the phone ring through to voice mail and told myself if its important an emergengy they will call right back, well my phone rang again so I jumped outta bed and answered the phone first I noticed it was a california and got worried I have family in cali, but it was an operator saying it was a call from the deff impaired and they were looking to speak to my husband I explained how late it was and I was not going to wake my husband up the operator read me what this person typed and it said he was from the losangles detectives and had an urgent message for my husband I thought this sounded funny so when they asked for my name I lied and gave another name the operator then responded with this I have done a reverse phone number look up on this number and it says the phone is in blank blanks name my name of course and If your lying legal actions will be saught to you. I kinda triped out told them to calll back at a reasonable hour he said he was well aware of the time difference and asked me why I was laughing I said are you kidding me it now 4:30 am im trying not to be rude because he said he was a deff detective with an urgent message and all they had in the office was him at the time and he would calll back tom with another hearing officer what do yopu think guys on this one? let me know plewase doumbfounded over here
So I get this call at 6:25am. I had been sleeping after a night of partying, but I still had enough in me to answer. A male operator says that I have a message and asks if I know how to use Relay. I have never had a call quite as weird and I thought it was a joke so I begin asking the operator questions and he tells me politely that he is not able to speak with me, only relay messages between the caller and I. Who calls at 6:25 am?I don't remember much of the conversation except that the operator kept asking me if I was able to speak. Keep in mind, I was mostly asleep and still partially drunk. I have no idea who the caller on the other line was and I cannot remember everything that the operator said except that he kept repeating his name: Rick Donalds. Maybe a prank call?? I don't know anyone who would have done it though...
This is a phone number for Verizon IP Relay service. Anyone who has your phone number COULD call you thru IP Relay. I used to work as a relay operator. Operators do NOT know who you are or who is calling you. IP Relay is intended for people who are deaf or hard of hearing to call people who aren't. It's supposed to be a good thing. However it's exploited by teenagers who anonymously prank call their friends, enemies, etc. Lots of obscene phone calls are made this way.
It's also exploited by scammers from foreign countries who call small businesses and people selling things thru Craigslist, newspaper classifieds, etc. The scammer tries to get your email address & asks for the rest of your personal info. They try to pass a fake check, money order or Western Union payment for larger than the amount of the item and have you send them the "overpayment" money. Be very skeptical and if it seems at all funny DON'T COMPLY! Businesses are supposed to take relay calls because to not do so would be discrimination, but they certainly don't have to comply!
If you received unwanted relay calls at home or on your cell phone please be nice to the operator & just HANG UP! You may want to ask the operator for the IP Relay customer service phone number and call to see what they can do about blocking annoying IP Relay calls.
