I am getting calls from these people/autodialers on my cell phone as well. Lately, it's been these numbers: 416-252-0153 and 416-350-5218
Although they don't usually, today they left messages. One was just background noise and breathing (so I KNOW someone was on the line) and the other was background noise and then a girl asking someone "Are you going to do it?" and then hanging up.
If you are truly frustrated, you should file a complaint with CMA and maybe get on the do not contact list:

I received a call from #1-416-252-0153 this morning, i picked up the phone, and on the other end was my lovely girl friend from the philippines. Usaly my display is showing her #, but for some reason it shows 1-416-252-0153. At least i dont mind, its only my company cell phone.
I got several calls from this number and didn't bother to answer them. Finally I got pissed and answered it. After a few seconds of silence, a girl comes on the line and says "Hello?" as if she were answering her phone. So it is an auto dialer.
After that she tells me that she is "calling on behalf of Rogers" from some Tele-somthing. I assume this is a telemarketing company. Then she goes on to say "Recently you inquired about internet usage limits...." and I cut her off and said, "No I didn't, you're lying, I'm not interested so don't call me again." She said ok, thanks and hung up. We'll see if I get another call.
