The number is likely spoofed and you are never going to know to whom it belongs because it's faked. Ignore the call. BLOCK the number. Get a call blocker for you landline and download a call blocking app for your cell. Here's the 800notes forum on call blockers.

They are fraudsters. Will call to try & solicit duct cleaning or mortgage rates reduced on other calls or credit card debt reduction. They just want to get their hands on your VISA number.... DO NOT GIVE IT TO THEM.... unfortunately the number is a fake and there is nothing to trace it back to. Bell can't do anything to stop it. How frustrating.
