The number is likely spoofed and you are never going to know to whom it belongs because it's faked. Ignore the call. BLOCK the number. Get a call blocker for you landline and download a call blocking app for your cell. Here's the 800notes forum on call blockers.

An automated caller from # (416) 360-1936 call to my cell phone today asking to take their survey, so I have to pay for that phone call, because all my incoming calls are not free. I am sure that such automated calls ( surveys, etc) must be prohibited and all the cases of that kind of calls must be investigated by the telephone line provider.
Called me at 4:13 AM. 416 number appears on the call display but IP search shows it is ported from India. Do not call me at all, let alone at 4:13 in the morning. Screw you.
Got a call this morning at 7am!!!! For duct cleaning services. Told them that I just had it done 2 months ago. The guy starts cursing and swearing at me. Very rude.
So I tried calling back to talk to someone about it and it rings once and cuts out.
Too bad you can't block these numbers from calling.
