I kept getting calls from this number and then retarded male voice messages on my machine over and over. Kept saying "oh im sorry what was that? im sorry if someones there I can't hear you, we'll just call back later."

The Texas Fraternal Order of Police is a telemarketer SCAM. They use various masking phone numbers which have various area codes. That same retard voice answers from a Dallas area code as well as a Houston area code. Its FAKE. File a complaint with the Texas Public Utility Commission.
Some phone companys have call tracing available. After the harrassing call dial *57 and follow instructions. Do a trace for three calls from the same harrasser then notify local authorities that you done this and wish to prosecute.
