Unfortunately, like everything else, the DNC registry is for honest companies and businesses, so those that are out to try to scam you and doing illegal things, they could care less about what the law says. So the DNC list does work, and it's the jerk scammers out there that are worthless
The reason gov't can't deal with these numbers is the calls are sent by machines that spoof the calling number. You can thank the internet and unscrupulous tech people for this ability.
