Called the number back, as it turns out this is a company called Protect America. They are a home security company. I had contacted them through an 800 number but didn't use their service.
I was getting 3 - 4 calls a day with continuous hang ups and no messages. I finally got through to this number and it was Protect America whom I've never called. The operator said that they do not cold call. I added that I am on the Do not call list. He said he is taking me off of their call list.
