They cannot be shut down.   Callers are hard core Indian and Pakistani scammer extortionists.  There's nothing the US can do and the local governments do little.  Invest in a call blocker and DO NOT pick up on call numbers you do not recognize.

Same message from IRS on Apr 13th.

They called an acted like they were from the IRS lol
