Otherwise there would be some kind of "enforcement action" by the U.S. Treasury. Concluded with something like "help us to help you."

Written like a foreign extortionist, which this scum probably is. He has no grasp of language as used in the US. Any alternative to his statement doesn't make sense, so why does he even start his message this way?
Try negating the message to see how stupid he really is:
"Hi. This message is not intended to contact you."
See what I mean?
BTW, the fact that he is hiding behind a magicJack doesn't help his credibility, either.
