Actually it does work as it was intended too. Criminals don't obey laws simply said. Only the honest business's will comply. And with that said, it does take time to catch these crooks & scammers, but it does happen.

Technology has and is being worked on for this stuff. Unfortunately, the telco's do not all use the one that is free (check the call blocking threads in the forum section here) at the moment. The FTC has another contest going:

If the free one is not available for you, your best bet is a call blocker. Consider getting a call blocking device or phone.. You can google them and many are around $40.00 or so. If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.
Charities, along with some Survey's and Political calls, are exempt from the DNC, however, they can still get into trouble for not placing you on a internal DNC when asked, you can also check your states laws in regards. Some states have different laws in regards to the calls, which can differ from the federal.

For text messages: forwarding any text message spam you get to the short code “7726,” which spells “spam” on most phones, to alert your network operator to the abuse. ATT won't accept 7726 But they will accept BLOCK and return a message that the web site is blocked. forward the texts to 7726 or BLOCK, depending on your phone carrier.
