I've gotten numerous calls from this number - says from windows - I tell them I don't have a computer and they immediately hang up - but I can't get them to stop calling me - why is there a do not call list?

I just received that same message on my voice mail from another # 930-565-3661. I will not answer a # that I do not personally know or know of. Thanks for your post! Wish these jerks would apply themselves to something legal & positive instead of trying to scare people out of their hard earned money.
I received a call on November 20 at approximately 5:35 PM from 607-722-9687. When I picked up the phone, there was no one there. Instead, I heard a ringing on the line as if I were the one placing the call. Eventually, a man with a very heavy Indian accent answered. He told me that there was a problem with my Windows computer and that it was sending some kind of bad signals to the server for the last few days. When I informed him that I don't have a Windows computer, he then said the problem with my Mac computer. I asked him who he was and what company he was with. He said he was with Comcast. I pointed out that Comcast is not my ISP. He said my name is Tammy (which it isn't -- I'm a man, for one thing). He then said he knew my house number -- which he also got wrong. He then started asking me information about my computer -- which naturally I refused to give. He was very rude and arrogant. I was already annoyed at what was clearly a scam. I asked him several times not to call my number ever again before finally hanging up on him. According to my caller ID, the call originated in Binghamton, NY.
Another call from 607-722-9687, India accent saying the IRS was putting a lien against me. Yeah, yeah. Quit calling me, I get a call from this number at home and at work, a lot, annoying. Sometime they are the IRS other times they state there is a viris on my computer. All scams.
