Who called from 6468099648

Got the call from the "automaton". Here is how you know it's a scam:

1. They say they'll call the "local cops". A representative of the IRS would never say anything like that.
2. The IRS will not call you with an automated message
3. The IRS will almost always communicate via the US Mail.

Don't sweat this one bit. Seriously.

Told him he was FOS, he hung up on me for not calling for his scam.

They are claiming to be the irs.

Same thing, says there is a warrant for my arrest

Did not answer but they left a message via a recording (using very poor English). Something about serious allegations against me and that I would be taken into local custody if I did not call to discuss this with them. This is of course silly since I am a very law abiding citizen. I deleted the message and blocked the number.
