Just got a call from the number (703)009-0001 at about 10:45am. I didn't answer and they left no voicemail. I am also a 919 number. I also got a call last week from the number (514)001-1000, I didn't answer and they left no voicemail. I read online that one is also a scam (obviously because that number looks super weird). I read some people said don't even answer because they may be able to get info through your phone? Not sure if that's true, but I just ignore any weird numbers every time especially after reading how rude and nasty these people are!!
When speaking with the lowest classes (yes, there are 'classes') of society, such as the card services scammers, it is normal to hear only 4 letter words, and slurs, as that is the highest level to which they have advanced. The next time they call, simply ignore them, as you would a drunk lying in the gutter.

I usually always then come here to check out the number, and see if others have had solar problems with the number, which is also usually a scam!
The DNC is an absolute joke!
If it's helping, then I'm afraid to think of how much more my cell would be ringing, as I get way too many unsolicited, scam calls as it is and being signed up!!
