Do consider getting a call blocking device or phone.. You can google them and many are around $50.00 or so.If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.
this guy called and left a message,he has a strong indian accent (dot indian, not woo woo).the funny thing is that he called an hour later and my machine recorded him talking to a woman on another line, when the woman became angry he told her he would sexually assault her. These people are criminals.

I got two calls from this number and didn't answer either time, but left an automated voice message and said "If you or your attorney don't call us back, all I can do is wish you the best of luck as your situation unfolds." [***]. Do NOT call them back or send them any money. It is a scam. I have perfect credit and am filing my taxes tomorrow.
Voice message: "This is Officer Brian Arrowmaker (sp?) from tax office of IRS. We have received a legal petition against you for tax fraud & tax evasion. Before you get arrested, call (703) 552-8096."
