I receive a call from this number at least once a week. I have put is on my "blocked call" list so now it just gets rejected but I still get a notification on my phone that the number called.
Illegal robo-dialing, long lost Indian relative of "Rachel at Card Services" (who got busted). The new scam is to call using forged Canadian numbers. These people are attempting to steal your credit card information. They are not lowering any rates.
Those guys called me twice today. I picked up and heard a message about a credit card and lowering rate. I was laughing, because I don't have credit cards ever )) I press "1" to talk to someone. Heard an Indian accent. I told them I did not have any credit cards. They are so stupid. These scammers should be punished. Someone innocent could be entrapped by them.
