Most likely phishing.  With the political season ramping up, anyone who has a recorded voicemail greeting, or anyone who answers the call will be going on, "THE LIST" for annoying phone calls from June through November.

I did not answer the phone.  No number is 000-0000 despite the 713 area code.  Don't answer it

This number called me this morning, I let it go to voicemail. No message left. Very weird number.
