They are counting on the victim's ignorance on how the legal system works. You would be surprised to find out how many people actually believe you can be arrested for being in ordinary civil debt.
Or that debt collectors have influence on public prosecutors.
Many people believe, apparently that the IRS can order local police to carry out tax policy, or that you can be arrested for errors on your taxes.
Many people simply believe whatever some cold calling scammer tells them.
General ignorance of the basics of the legal system and US tax system, work to the benefit of scammers.
Well, they are hoping you will be scared enough to call them back and ask questions and then they will tell you that all sorts of bad things will happen to you unless you wire them money by some untraceable means. Then the whole thing will magically go away.

Total scam. The term "primary suspect" is used in criminal cases. Criminal matters and civil lawsuits are entirely different matters.
If you were the "prime suspect" in a criminal investigation, you would have heard about it from law enforcement by way of a visit from the police.
If you were the subject of a pending civil lawsuit, you would have hard about it by a letter from the attorney for the other side. You would NOT have heard about it from some scammery scummery person calling you from India or Pakistan and intent on swindling money out of you.
Do not return the call and block the number. Read the other posts.
These people have repeatedly called me from this number. Said at first that I was a prime suspect in a case and that they would see me in court. I blocked that number and now they are calling from 714-576-5858. It's the "John Hill Law Firm". The message left on my cell phone was that I would be arrested either at home or work for this supposed crime I have committed.
