A man called from this number and left a voicemail. He attempted to put on a southern accent but you can tell it's foreign, a bit jumbled and bad grammar. He said his name was Officer Eric Foster, and that I need to call back immediately for some time sensitive issue concerning money. He sounded pretty desperate. A scammer and a hacker.

A call with a pre-recorded message from Eric Foster  with the IRS - message was jarboled and sounded like it had been pieced together from other messages or similar to poor text to speech.
It was menacing said to call back immediately or have my lawyer contact them immediately.
Glad I searched the phone number before responding.

This is a IRS phone scam.  The scammers keep changing their telephone numbers.

The Better Business Bureau has an article about this scam on their website.  Go to the below web address and read all about it.

I received a pre-recorded call from someone claiming to IRS Officer Eric Foster. The call said that they had an urgent matter to discuss and to call them right away as it was time sensitive. The call back number they gave me was the same number that had originally called me with the pre-recorded message. I called the number back and was immediately speaking with a woman with a thick, possibly Indian, accent. She asked me to state my name, she then asked me if my last name is "x*x", and I told her no, that is my maiden name. She then asked me to spell my last name. I did. She told me she was calling in regard to a case which the IRS has pending against me, in which I was being charged with defrauding the government. I told her this was the first time I had heard anything regarding any type of case. She said she had an affidavit that she would read to me and that the call is being recorded and I should not speak until she was done reading the affidavit. What she read sounded very official and I didn't really understand most of it because of the legal jargon as well as her thick accent. After she was done reading she asked if I had any questions, and I said I was confused and why is this the first I am hearing of it. She said that the IRS had made multiple attempts to contact me and was unsuccessful. She then said that in about 45 minutes the local police authority would be at my house to arrest me. She also mentioned that my assets would be frozen including a lien on my house and my car being repossessed. I began panicking, which is not good especially since I am 36 weeks pregnant. I kept saying I was confused and then she became verbally aggressive, raising her voice and saying, "ma'am i have not asked you for payment or credit card have I?" To which I responded, "no I never said you did, but I am very confused--" at this point she cut me off aggressively and said "you got to talk now let me explain something to you, if someone is trying to help you, you should be respectful and appreciative of that help." I said that she had just told me I was about to arrested and I'm confused and concerned. I told her I needed to call my husband, at which point she said, "no need to do all of that yet..." she said something else but I didn't understand her. I told her again that I needed to speak with my husband and then I hung up on her. This caller was extremely aggressive and malicious. I didn't find out until later that this telephone number has been linked to several other malicious and fraudulent calls.
