Found site while i was on the phone with the company. After  some prying i got the name NCO PAYMENT is the suposed company

not true.  if you owe, and they advise u of cutoff date, they come to ur house and usually meters are outside they shut ur electric and lock the meter.  they only need a marshall if the meter is in the house.

Got 2 calls within an hour, but I've never used Con Ed. If the caller feels its not important enough to leave a message, they can go screw. :-)

This is ConEd. It is a legit number from their collections department. Why they don't leave messages is beyond me; just makes it look bogus, but then again does any big company do anything that makes sense?
