Some moron called saying he was from Corporations for Character, on behalf of the Fraternal Order of Police. The caller ID said "C4C FOP CO." I figured that the FOP was exactly that, and only answered to get them to take me off their list. I made that request and stated that I am on the Do Not Call list. That's when it really got fun! He kept hollering "What was that? What was that?" I tried to respond and he just kept yelling. I *do* think he heard me say I would file a complaint to the FTC. Which I did. Turns out that this company has a colorful past - as soon as the FTC busted them, they sued the FTC the very next day. See http://www.ftc.gov/os/caselist/corpcharacter/110718corpcharactermemo.pdf, if you want a giggle.
Its safely maintained at the FTC. It is just a "List" and has no mechanical ability to block calls for anyone. Your caller is either a charity or scammer. Charities are exempt from the DNC and scammers are hidden, they spoof caller IDs, and don't really care about the laws expecially the DNC. Federal calling times are 8am - 9pm local times.
I think you are right. I answered and a male loudly asked "Is Jason there?" Since there is no "Jason" at my house, I just hung up because it seemed staged...
