Don't know why your carrier can't but you can try assigning a "no ring" ringtone to the number, that's not "blocking" the call but at least you won't be hassled. You may have to subscribe to call blocking to block calls, see "Selective Call Blocking/Reporting (*09)" here http://www.nanpa.com/number_resource_info/vsc_definitions.html
