Caller ID comes up TEST, and it is a new CC SCAM to lower interest Rate.
Press 1 - Some guy that starts talking in Indian/Pakistan along with some English. I said we speak English in the US.
He gets pissed and starts spouting some crap. Which tells me he is more Pakistan.

Got a call from this number. Location said California. First, I dont answer out of state calls and particularly from California. Second, these cowards did not leave a message. I'm starting to think that people who dial numbers as an act of solicitation are no better than terrorists.
Yet another phone scam from India using spoofed phone numbers. Scamming Americans is big business there. And it is safe as the scammers are not prosecuted.
It will never cease until it becomes unprofitable for the scammers. That means Americans have to know and understand what is happening. Judging by the number of posts that think a random robo-dialer in India cares about an American DNC list is truly disheartening.
I did, too, just yesterday (August 29, 2014) @ 1o:06 A.M. CT. I didn't bother answering, though, nor did I receive any message on my answering machine.
I agree with The Kid. The Do Not Call Registry works for legit businesses but these people are scammers and they could careless about the DNC registry. It is sad that people can say they are sick of these scam calls and at the same time say that the DNC list is a joke! Plus, why do people even bother to call these numbers back? All that does is confirm your number is an active/working number and your number will continue to get more scam calls. If a call is missed and they don't leave a message then it can't be important. Stop calling the numbers back to find out who you missed a call from...to me that is just plain stupid!
