It is ISI security company they say they are giving away free home security systems.  I dont live in a house LOL TAKE ME OFF YOUR STUPID LIST   he said he would remove but yeah i answered no one was there but when i called back they answered.

The caller id says the call is from Honeywell. The representative also says the same but during the call you realise they are not from Honeywell but Monitronics selling Home Security Systems. They seem to offer a lot more than other companies as far as the equipment goes for about $35 a month.But consumer affairs has a different story to tell about Monitronics. I would like to add to what you said, in that, "What idiot is going to discuss home security with an unknown company, from what can easily be spoofed ID, who is breaking every law regarding unsolicited calls."

Normally, calls should be reported to the FTC complaint department, specifically robocalls.  However, this one smacks of fraud, no matter what they offer and should be reported to the FCC for potential fraud investigation.

How about we develop an application that would allow us to:
1. Have a canned recording informing the recipient of the laws regarding proper use of Caller ID, and unsolicited sales, no matter what the price.  Free, is still a sales offer, it's still telemarketing.
2. Allow this application to repeated call the number every random 15-120 minutes, and repeat for an appropriate period of time.  I'll bet we could do this until we get our fist FTC or FCC complaint.  Since we're not selling anything, not collecting anything... other than the call being a harrassing call and subject to being blocked by whatever means at their disposal.  I suggest we let it also make fake caller ID's, as it doesn't appear to be illegal for personal pranks on friends.
