Might want to loosen that Tinfoil there a tiny bit! Some of these company's use foreign call centers located in India and they think that they are skirting the DNC law by using those. Unfortunately they don't realize that any company doing business in the US is required to follow state & federal laws despite their faulty thinking and thinking they are above the law. And to make matters worse, they try to cover their tracks with spoofed numbers. Well, sometimes it works, sometimes it don't! And its not all one big conspiracy. You have actual criminals out there both foreign and domestic trying to pull extortion scams as well as fraud. A lot of calls by criminal thief's where around well before Obama ever came into Politics and in truth,are practically prehistoric..
