I also received a call (he left a voice message) from 202-407-9031.
The same message as others have stated, but I received the call on May 11th.
Haven't deleted it, but today I called the number back.
The person who answered has the same voice as from the message.
The message said he was Officer David Miller, but when he answered the call he announced that this was the IRS office and his name was Glen (didn't catch the last name).
I told him that we had just moved into this home with this new number (the one he called us on) and that he was probably trying to reach the prior owners.  I told him I had their new phone number if he wanted to contact them.  He said yes of course, so I gave him the number (312) 292-4912, which is the number for the IRS office in Chicago.
I wonder what the IRS will do if they get a call from him

Received 4 phone calls today from the number 202-407-9031. I havent listened to the voice mails, but I am sure they are the same everyone is posting about. So, I called this number back, not once, not twice, but three times :) . First time I spoke with a man who claimed to be Steve Smith, but sounded very Indian to me. He asked what number I received the calls from. I gave him a number, he asked me who I was. I gave a fake name :). Told me that there was a miscalculation in my taxes. I owed almost $5000 from 2008 to 2013. Said that I was going to be arrested, and they would come after my house, my job, my cars everything, if I didnt pay it. After I told him I was scared to go to jail, I needed to pay this today what did I need to do, he put me on hold and another man picked up the line. He said his name was Micheal. I kept him going for about 10 minutes, finally he told me the guy I was on the phone with earlier was his cousin, but he was the senior officer. I asked him what city was the courthouse in that he was filing this against me, and all he could say was Alabama. I replied, "ok.... Alabama is a big state, care to narrow it down for me and pick a city?" Needless to say once I called him out on knowing he was a scam and I was recording the conversation and I was going to play it for the real irs, he put me on hold again, and then the line went dead........ go figure!  So now every time I call the number back, they hang up on me.
