Just got the same call. Female, very thick accent. I told her it was a scam and that I had gotten several calls from them in the past and one even earlier today. She hung up as soon as I said scam.
I asked a few more questions, and found that you needed to make a $200 "holding" deposit, and a $300 "processing fee." That's why they needed a card number to "deposit " the money
Sure its the same story what been happened with me , I told them send by Us post , he said for security prefer to load via plastic card , which I am not satisfy .

Very same thing happen to me today, same words I was chosen to receive an $8,000 grants to use it to pay my bills as long as I didn't use the money for something illegal, so I asked him for his #ID and his name because I wasn't gonna give my information to anyone, that I needed to check who was calling me first, he kept saying that he will call back at my convenience time to give me $8,000 grants. The name he gave me was Mack Randy. I hang up on him!!
Finally hit record and got the last of this ridiculous pitch... "Where would you like to spend your money?" He had already told me, because I paid my taxes on time (I didn't, filed for extension ) I was eligible for an $8,000 US government grant. Then he listed things I could not spend the money on. Funny thing, he never asked my name or verified anything...he just read his pitch with a very thick Indian accent.
When he finally asked the "where do you want to spend it question,". I told him I wanted him to put the money back into the treasury and stop giving money away. ". "Honestly, I said, it would make me angry if my government is just giving money away over the phone when the national debt is over 17 trillion dollars." By that time, he had already hung up.
Yes it is a scam, Will send this transcript to the fraud division of the FBI. We do have a phone number, maybe they can catch these clowns.
