Who called from 2028083071

Just called and they didn't leave a message.

Called and did not leave a message. CallerID read WASHINGTON  DC.

Received call from this number, but no one responded when I said "Hello?" three times.  The caller ID showed "Washington     DC"

They called and said it was the veterans and they need help or the veterans need help or something like that and for like 30 sec i didnt talk and i heard them saying like yep, ok so i thought it was prerecorded, then i said is this a prank call it sounds like its prerecorded and they said, am i really that bad?  

Same as others - ID Said Wash DC; didn't answer. Scam/junk/harassing calls.
