These scumbags are spoofing Caller ID, using a VOIP robo dial program.
Sometimes, the spoofed phone numbers are not valid.
Sometimes, the spoofed phone numbers are legitimate. When this happens, the real owners of the spoofed numbers become victimized by hundreds of angry people like us.
Being on the DNC list doesn't help.

Called my cell and I'm on the DNC list. Recorded woman's voice offering to refinance my credit card balance. If there truly are penalties for violating the DNC list, why are there so many robocalls lately? I'm getting one a day for the past month.
Boy are they busy today. Just got a call on my cell. I no longer answer a call unless it's someone in my contacts. I have complained to my local senator about such call in the past but never hear back. Glad 800 notes confirmed my suspicion about this number. And thanks everybody who post
