Yes, JCPenny does solicit magazines. They offer a whole bunch of magazines practically free for a year, charged to your JCP card, and then a year later, you start getting all sorts of bills for continuing the magazines. I think they send an easy to miss postcard saying that they will just renew everything unless you contact them, and then you get billed.
My mother went through this. It did all start with JCPenny.

Concerned person
Claimed to be from "card services for Visa and Mastercard."  Wanted to know if I had over $3,500 in credit card debt. When I said that I wouldn't give out that info and that I'm on the do not call list, they hung up.  It was a woman.
