Report them to FCC. Even if they were a legit debt collector there is a standard message that is required by ALL debt collectors before they even try to speak with you and these people obviously don't have that knowledge. They're probably sitting in a kitchen at home trying to con people with either older dead debts or none at all. KNOW THE LAW!!!

I have been getting calls from this number daily and they had the last 4 of my SS#. they said this was from a debt I had got from a hospital. I let them know I have recently filed bankruptcy and I then asked for a ref# and got hung up on not once but twice. So I called my lawyer and she said that its more than likely a scam but if I do get served to get them the ppw asap and DO NOT GIVE ANY INFO to them. The people at this number are very rude and hard to understand like they are a million miles away.
Calls and calls until answering machine picks up, then doesn't leave a message. 'Who calls me' has a report of this number being a scammer claiming to be a debt collector. I block anyone who calls and call and doesn't have the decency to leave a message, as that seems like a scammer to me!
