Calls originate in India or Pakistan.  They spoof local numbers.   Invest in a call blocker.

Message left at 7:00am MST.  The message from "Nikki Johnson" office has to be a scam.  IRS does not notify taxpayers by phone.  I'm a business person who has resolved several IRS issues successfully and in a timely manner through mail correspondence.  NO PHONE CALLS  I blocked this caller.

Said he was officer Johnson with the IRS and I should call him back to avoid the IRS taking action against me.

Got this call today Jun 18,2015. left the same message.

"The issue at hand is extremely time sensitive. My office Nicky Johnson from internal revenue service and the hotline to my division is 310-579-2813 I repeat it's 310-579-2813 disregard this message and do return the call before we take any action against you goodbye and take care."
