People should file complaints not only with the Washington sites listed but their own states as well.

If enough people keep complaining then maybe something will get done.
Another course of action could be to contact phone companies to find out why they won't block spoofed numbers.

I just got a call to my cell phone from this number and I did speak with someone. He was definitely American. I asked, "Which credit card of mine are you calling about?" Reply: "Your Visa and MasterCards, ma'am. I said, "oh, so you're not actually from one of my credit card companies directly. Thank you but I'm not interested and please remove my number from your list." He said NO. I said "excuse me did you just tell me NO?" He said "Yes I did because YOU'RE RUDE."  Are you kidding me right now? I told him look, you're soliciting ME and I said nicely if you're from an outside party I am not interested, I was VERY nice about it. He hung up, of course.

Asking them to remove your name or having any conversation at all merely verifies for them that they have reached a real, live working number. That puts you at the head of the class for repeat calls and on the list they sell to other fast-buck artists. Best way to handle is ignore strange numbers if you have caller ID or to hang up without comment if you happen to answer the phone. Either way, your name will go to a secondary list rather than primary.
