Who called from 3608191065

Someone from this number called me. His accent is so strong I cannot understand him.

I just received a recorded call from this number. The accent of this man is so think I cannot understand a word of the call.

I believe this a scam.  He told me my address, which was not even in the correct city.  When I told him that was not my address, he hung up.  Also it's the guy with the thick accent.

This caller called my number twice.  He left a message with an Indian-type accent.  He said that I should give him a call (August 11, 2016) today unfailingly.  He said that the IRS will institute a legal action against me if I fail to call.
