Who called from 4026823716

I got calls from this number on numerous occasions. They hung up when I answer or dont leave message. It alwasy have a busy signal when I call back.

How do I get the above number to stop calling?

I live in Alaska and they called at 11:59 pm.....NOT GOOD

Unfortunately I'm still getting the phone calls after contacting GCI.  Very annoying especially if this was initiated because I am a customer of GCI.  I've answered the phone twice after I called GCI to remove my phone number from the calling list and both times I said "Stop calling this number," and "Do not call this number" before they hung up.  At this point I'm going to pursue reporting them for phone abuse.  Calling and hanging up is ridiculous and annoying.
