This is an auto dialer for lowering your credit card rates. Probably a scam.
"Hello, this is Rachel from Cardholder Services". It is imperative? that you call us blah blah blah Lower your interest rates to as low as 6.9%, blah blah. I have these calls marked in my contacts. This number must be new as it didn't show up as a 'do not answer' call.
I got the call too. I didn't answer it as it would most likely be a scam. I'm not trying to have people steal my credit info. I have a hard enough time working to prevent losses at work.

I answered and pressed 1 to talk with someone - I have my phone registered with the national do not call registry - told her that I need them to remove me from their list, and she said "okay" and then disconnected.
