Are you sure you don't mean lawbreaking Portfolio Recovery Associates? The name sans "recovery" appears to be for an innocent looking PR firm in Philly.
It's called "phantom debt". They buy old debt collections from credit & loan companies, small businesses, crap like that. Then they use threats and harassment to try to get you to pay. I got a call on Sunday 10/2/11. Didn't answer of course. Have talked to them b4 and basically told them to go to hell and if I had to, I'd find out where he was and come to talk with my 9mm. He said he was gonna report me and I told him please do, that will help me find him even quicker. He hung up and haven't heard a word till today. This was 7 mos. ago.

I had an account with Capital One that ended mutually in 1999. Recently I have begun to receive calls from this number and when I spoke to them to find out why they were calling they told me it was in regards to a past due with Capital One. I told them this card had not been in use since 1999 and been paid off and they said "do you have proof". I said lady no more proof is needed to you. Stop calling me. They haven't stopped. Can someone stop them? I mean if they're scamming many of us from what I've been reading, then they need someone to stop and close down their business!
